Infrastructure use rules for BEV chargers and FCEV hydrogen refuelling stations (HRS).

Rule Charger HRS
Charging/refuelling procedure
  • Generally, connection is made on first-come first-serve basis.

  • Both home and public chargers will automatically disconnect when the battery is full.

  • Additionally, public charger connection time ≤8 h, irrespective of the battery charge state. After this time, the BEV will disconnect.

  • If an FCEV is allotted a dispenser during an hour, it will complete the refuelling procedure within that hour.

  • Irrespective of the tank level, refuelling is assumed to require 5 minutes.

Infrastructure preference
  • Those with home chargers can use either home or public infrastructure but will prefer home chargers.

  • Those without home chargers only have access to public chargers.

  • Among public chargers, all BEVs will prefer the fastest plugs available.

  • No cross-regional charging possible.

  • No cross-regional refuelling possible.

  • No preference within a region.

Queueing
  • If the number of connection requests exceeds the number of available chargers/HRS in a region, then those that are immediately connected are randomly chosen from the pool of requests.

  • Those that requested connecting to chargers/HRS, and that cannot connect during a given hour, and that are not at a critical charge/tank level, will continue their activities and request connection again in the next hour (no queueing).

  • Those that requested connecting to chargers/HRS, and that cannot connect during this hour, and that are at a critical charge/tank level, will queue in random order during this hour. They wait as many consecutive hours as necessary to recharge/refuel as necessary.

Reconnection intervals
  • If a BEV disconnects from a public charger at time t, then the next time it can request reconnection is t+2.

  • None. Can immediately request reconnection if necessary.

Movement delay
  • Any scheduled movement (commuting from home, parking during the day, commuting home, parking at home) can be delayed if the vehicle is queueing.

  • Once the charging/refuelling procedure is complete after queueing and delaying movement, the scheduled movement is carried out.

  • If the movement plan is delayed at any point during the day, this may cause the delay of subsequent movement plans over the same day. To avoid a permanent spillover effect on the next day, the movement plan is reset by the first commute of the next day.
